actually this is where i stopped playing the game, i encountered a bug that gives me a kill no matter what when i turn in the mission, so it was about 30 hours of work wasted until they fix it
I didn't bother with neutralizing either of them.
I have been trying to solve the puzzle for a while.Maybe I'm just an idiot and it's easier than I'm making it, but where can I just get the key?
Its a logic grid puzzle they can be quite difficult if you don't know how to do them.

That ^ should help you if you want to try and solve it yourself. Alternatively if you want to cheat and still get the eureka acheivement I guess you could always make a save in front of the puzzle then go to the howler area, get the solution, write it down and load your save in front of the puzzle.
I found this grid that someone else made, if anyone wants to crack at the puzzle themslves. I'm just going to keep trying
Damn I really wish I'd found that the other day. I spent an hour and a half solving that puzzle, drawing it all out on a tiny notepad.
Or you still need SOME clues?
(I mean, if you dont know the answer)
