I refused the mark, and I deeply regret it, is there a way to get the powers after refusing or I need to start the game all over again?

Refusing the mark is a way to play the game on a No Powers run, sort of like a hard mode.
There is no way to change your mind mid way through. If you want to play with powers you need to either start again or reload to before you meet the outsider.

Yeah refusing the mark drops you to hack n slash sneak level kind of O ♥♥♥♥ approach.im considdering this for a full no harm run through where im just relying on sneakin. notthing to snuff at tho its a challenge for after the game to give replayability with a special ditch. that means no higher up sneak im in godly safety mode anymore .
