Honestly, rewiring tools are largely useless. You could always bypass the gate or shut down their power.(except the gate in mission 4)
I think it's possible to get them earlier. First mission in karnaca there's circuit boxes attatched to wall of light and stuff. Why would they dangle the option in front of you if you couldn't use it?
I was pretty thourough in the first 3 missions. So much so I only missed a few coins in each one. But it is possible I missed them if they were.
I'm still grinding Mission 2. So it is no wonder I couldn't find it...
That's interesting, in mission 3 (The Good Doctor) there were already fuse boxes I could have disabled if I could have gotten one. The black market in mission 2 (Edge of the World) did not have any, I robbed it and found none.
