It's near one of the pillars holding the carriage tracks near where Meagan drops you off. Basically northeast of the dead whale carcass

Start where the dead whales lie. The sunken boat lies next to the nearest of these supporting structures, under a buoy.

It's near the first support of the railroad. There's some sort of floating beacon above the palce.
