If youre talking about mouse smoothing (which I think you are) its Windows<Users<(whatever your name is)<saved games<Arkane studios<Dishonored 2<Base<Dishinored 2 config

open in notepad and control F for this g_mouseSmooth and turn the number to 0

I tried and it doesn't work. From what i've seen (and i've been testing it in the game) the mouse sens is tied to the framerate heavily...which is REALLY BAD

Apparently you need to declare the file, after changing it, to READ ONLY.
Otherwise the game overwrites user input with it's default garbage.

Even when locked to '0' (read only) the mouse is linked to fps. For me at least. Running a 1070 and I drop down to 40 fps when facing open areas (most settings at high) and my mouse sensitivity jumps up....turn around to face a wall causing fps to jump up again and down goes my sensitivity. It's great :D
