You will notice two sections, TEXT and AUDIO, and then every language supported are listed. Just delete any other voice entry except that one you need.
For example, i put my game in spanish, then edited the file, and in the audio section, deleted all entries except "eLID_English", so now i got text in spanish and voice in english.
Hope this helps.
Nice work, thanks!

Good guide. Now I must find a way to bind a key to switch to a slower movement speed. Normal speed seems too fast for me, breaks inmersion.
In Dishonored 1 was easier to do, with Unreal Engine. Now I must figure how to make it with the new engine.
I usually use a gamepad when i want to walk around slowly for more immersion. But it doesn't work well with Dishonored's fast and complex combat. So please, let me know if you find anything.
Still no luck, I don't know how to mess with ID tech 6. Maybe I should ask directly to the devs.
I don't. And apparently many others, or there wouldn't be guides for swapping files. Maybe it's a version specific thing.
Here you may change it (Easy and fast)

And just to be clear:
- I have bothe language packs installed (English and Polish in my case)
- I have verified files integrity like Parela suggested (but I do not have this last option in the audio menu)
- I have tried both - with eLID_Polish in first place for TEXT and also with deleting everything else and leaving only Polish for TEXT and English for AUDIO
Nothing works.
It is not a big deal for me, becasue I can play with full English version all right, but I do not play games with localized audio and the amount of books to read here is insane (it takes to much time to read it in English for me).
But still... I really do not understand why devs do not add simple option to choose spoken langauge and interface & subtitles language separately.
EDIT:
Solved. After choosing Polish language in Steam game properties tab, there is an option in the sound options (in-game menu) that allows to choose English voices.
