GPU doesn't meet the minimum required. That being a 660.

But I've played other games like quatum break with a minimun being 760 on potato quality. It still playable just bad quality. How is this game any different

Easy for you to say, took me 3 months just to buy this game alone.
It is really hard to find the problem when you don't meet min requirements, because you never know. I guess you have to wait if someone else has this problem try solution that they find if they find any.

It's not about performance. If developers use an API function that does not exist with Nvidia 500 series it can throw that error. Check if other 500 series users are having same problem to confirm this is the case.

Edit: Turns out to require win 7 service pack 1 and the platform update people posted below.

Edit: I see others with this error and have adequate GPU. It is possible that it is running off intel iGPU. Try updating to latest Nvidia game drivers for this game.
Don't know what the problem is but I tried it with another computer with a GTX 960 still get the same error.
Which Windows version you both have? Maybe that's the case? GTA 5 refused to run with first service pack for example.

Any updates you might need be able to install? Also, as an option, try completely removing GPU drivers and make clean install of those

If you are on win 7 you need service pack 1 update and the platform update. https://www.microsoft.com/en-au/download/details.aspx?id=36805

It tells you in the error.
