Overseers or Howlers?
I'm trying to a pleasant, happy, non-lethal playthrough as Emily were I right all the wrongs in my empire. Though I am completely stumped on the dust district mission because I do not know what faction would be better to lead. Overseers or Howlers? What choice predicts a brighter future? I'm very uneducated in this game so why not look to the community for help?

Personally, I chose to deal with neither of them and take the alternate option you hear of at the beginning near Stilton's Mansion, when you first see the Jindosh Lock. Other then that, the Howlers believe in people's rights and giving to the poor, letting the people fight, the Overseers believe in structure. They believe in focusing on keeping order and structure, but also converting everyone to the Abby of the Everyman. As Emily says "A zealous militant group, or a bloodthirsty gang."

We are in the same shoes, bro. But I'm suggesting you have 2 different saves game. If you choose Overseers then save it after that and so does the other. If you have finished then try load the games from the other.

It is much better for us to explore the story by yourself than to know spoiler from other.

This is true, but I tried to do this on a very high chaos playthrough (killed both burne and palo) but the ending was not very good. :/ I think I'll try and stay away from that option.

This is caused by High Chaos, and Lethal Solution. High Chaos leads to worse ending, as does the Lethal Solution. I personally exiled them on my Clean Hands/No Detects playthrough, and am still not finished so I can't talk about ending. But eliminating both via exiling them, and doing low chaos, seems to be best option.

Wait, does not getting detected at all effect chaos and/or effect the final ending?

There is a way to take both leaders out non-lethally before entering the mansion via exile, but I don't remember how it is discovered. Alternatively, (here's your very heavy spoiler warning for later in the mission) I believe you can ignore both, so long as you can get into the mansion. Once in, there's some time-travel shenanigans, but basically you just need to save past Aramis Stilton by knocking him out. If I recall correctly, that prevents the whole gang war from ever even occuring.

Not getting detected and not killing anyone will lower chaos, as far as I can tell. This is how it worked from the first game. I think it's mostly kills in this game. So not killing anyone, or using to the heart to find out who is not murderous will help. As each person in a level is now worth different Chaos. The Heart will give you a general idea of their state. If the heart says they like killing or something like that, then that person will not change chaos much if they die, but if they save people or do other "good" things, killing them will raise chaos.

You find the non-lethal solution is the alternate solution guy's office in the Croone's Hand. I forget his name, started with a D. This lets you get into the Silvergraph Studio and place one or the other leader in a box.

There are two boxes in the Silvergraph Studio. I put each of them in a box, nice and cosy next to each other.

I already have the achievement, no use doing that again. :)

So when I killed Palo in the black market store because he was threatening that shopkeeper, it sort of solved the question of Overseers or Howlers for me. Who knew? :angrytiger:

Which is better though? Just picking a side, or just leaving both of them and not bothering to exile either of them. I went through the mission and didn't solve the Jindosh lock, and went around and collected all the Bonecharms and Runes and all of the notes and stuff (I'm a bit of a completionist) and got, "Durante's Key" from the Vice Overseer's Office and went and rummaged a bit in Durante's Office (to get the Bonecharm and lore of course) but now I don't know what to do. Leave 'em both, or exile them both? Or just exile Palo (because I'd rather side with the Overseer's) keep in mind I am playing a Non-Lethal Stealth playthrough as Corvo.

I've already knocked out Palo too by the way.

You realize how old this post is, right?!

The only true answer is the TUNNEL SNAKES!
Srsly though, I'd pick the Howlers over the Overseers.
Can you murder them both though?
Quickshooter Aug 1, 2017 @ 10:14pm
well you can either spend 50 mintues sneaking around cravices and blinking from place to place
spend 30 mintues bashing everyone's face in (knocking them)

or just do this, go kill everyone, take the letter
write the code down, and save scum to the start, put the code into the riddle and viola...

personally i'ed go with knocking everyone, it feels pretty fun taking down religious zealots and criminals at the same time, though the rat faced criminal is pretty tough to knock out in a crowd full of fighters
