I love it when the guards sing their "ABZs"
It's adorable how utterly stupid they are. Makes sense, though. I doubt very many of them could afford a thorough education given the timeperiod and class-based system their society appears to run on.

Yeah under Campbell they were into whiskey and cigars, now they can't even get the alphabet in order. Maybe if you die against Deliliah and don't reload, she'll put a good education program in place

She definitely wasn't a good empress. Just look at Luca. If I were emperor, I would definitely hang Luca. I would even try to replace the outsider since he is such a nasty guy giving the power of void to a large number of people.

I do not want to defend Emily because I do not like her as a character and I hate having to play as her for the achievement but:

She was 11 when she became empress. She knew nothing about the world and dreamed about becoming a pirate, as you do. The troubles outside were kept from her. She was only told everything "was being dealt with". Corvo had lived on the streets and knew exactly what it was like out there, but he wanted to protect her and keep her safe because she was all he had left of Jessamine.

So perhaps she would eventually have grown up and learned more, like from her boyfriend? Who knows what she would have done?

If the education level is this low... how the hell can they all read the news papers, notes, and other things lying around.

We don't really know anything about Wyman, so it's a bit mundane to suggest that she would be any more familiar to the reality of the street. She's a courtier and likely as used to the court as Emily.

Both games claim that Emily eventually becomes "Emily the wise, clever, whatever" so it's pretty safe to assume even playing as Corvo in 2, she'll eventually grow into her role.
