Why is everybody in Karnaca evil?

Based on the Heart's whispers, a good 90% of the people in this game are secretly murderers, torturers or abusers, or at best they merely cheat old ladies out of their life savings and steal candy from babies. This is true even in cases where in-game lore happens to portray them as ordinary decent folk.

The more I use the Heart, the more I come to think that this time High Chaos ought to be canon, and it would be better for everybody to burn the city to the ground and call it a day.

The first chapter was the same, Dishonored portrait a corrupted society lead by corrupted leaders( during the gameplay the leaders are the "usurpers" in both games). Plus in my opinion the heart only shows some hidden secrets( as "it/she" states when out of readable secrets) and chooses the darkest ones. Or if you prefer to put it in the cynical way they just recorded one whisper per every unimportant NPC

Because that's just the reality. When people live in that kind of ♥♥♥♥♥♥ society with corrupt leaders, when any day they could just die at the hand of a guard, deal with crooks and criminals on a regular basis (not because they want to), and go to bed each night with empty stomach, you can't expect people in that condition will still be able to uphold any kind of morality or decency.

It's the reality in that world as well as in ours.

Thing is, a society wouldn't be able to function if everybody's secrets were that bad. I mean, the Heart doesn't say "this guy cheats on his wife" or "this guy emblezzles money from his job". It's all cruelty and violence and murder. Can you imagine what our society would be like if over half the population were murderers?

its over the top to actually be a challenge to go no kills. because most deserve it. or maybe the heart is lying to you or enticing you towards violence, since you do get it from a questionable dude.
