Mission 9, do I even need to go through here?

Coldridge canal.
I have no abilities. I cant get up from the water on one of the walls.
I guess I have to choose the path through the main gates?

The Coldridge Canal is a kind of shortcut to the backside of the palace garden. You have to swim to the floodgate and climb the bridge between the concrete sides quickly (hungry fish in the water), then climb crates and steel "rooflets" and pipes, which works without Outsider powers.

Overall it is rather optional, if you are interested in 100% eliminations, you will possibly prefer the main path.
