i7 is only ever worth it only if you do a lot of processor intensive tasks such as video encoding or 3d rendering.
However I expect a re-install of the operating system would help. This install is getting quite old now at over two years.
When I close all background apps, the i5-4690 still peaks now and again at 100%. (My honest opinion is buy a CPU with more than four cores, or at least buy an high spec i7.) My only option is an i7-4790, or 4790K.
Dishonored 2 does use quite a lot of RAM too. I have seen peaks of close to 7GB. I am feeling right for having bought more RAM, upgrading from 8GB to 16GB. (Shadow of Mordor used up to 11GB.)
My GTX 980 is fairly maxed on ultra. However the CPU *seems* to be the bottlneck causing drops under 60fps. I have only played the first level of the demo, and have seen video RAM hit 3.5GB.
That i5 is fine for 60 fps.
Yes it can be.. anyone who recommends an i5 over an i7 in this day and age is a dunce.
OP do not even bother upgrading from your 8370 until you can afford an i7. heck at this point you might as well wait 3 more months for a Coffee Lake i7.
