Dishonored Wikia says:
"Granny Rags is killed in the sewers by Corvo during the events of Dishonored.[10]. Her Marked left hand was eventually discovered by Paolo, leader of the Howlers, who uses it in Dishonored 2 to gain Vera's power of longevity and ability to cheat death. If Paolo is killed or knocked unconscious and his body looted, Vera's hand attacks the protagonist before being thrown to the ground and crushed underfoot."
Does that mean that Corvo killing her is canon? I didn't expect that since usually the low chaos solutions have been canon. But perhaps her fate is somewhat like Delilah's (after what Daud did to her), being somehow trapped and lost in the Void.
The Wikia also says:
"During the events of Dishonored, Corvo manages to connect Granny Rags to Vera Moray, and in Dishonored 2 recognizes "Vera Moray" as the name of his old enemy."
I can't remember Vera Moray references in Dishonored, what were they? Again, I didn't think she'd be his canon enemy. After all, you could side with her against Slackjaw.
Not sure how many references there were but there's a Granny Rags journal you get as part of one of the ( initially pre-order) DLC. Part of it reads "When I lived there with my husband, we were fine, fine people. Vera Moray, everyone would say, your house is as grand as Boyle Manor. Better even. Your dinners are lavish and your parties are the best."
