Corvo for hight chaos.
But with that said, if you want ghost and clean hands i would still recommend corvo. His blink is 1000x times better than emilys since he can stop time and blink vast distances, or he can chain posess to get past people. Whilst emilys "blink" can make noice, isnt fully invisible or as long and accurate as corvos.
Corvo's kit can go either way. He has generally the same powers from the last game, but the costs have changed along with some added tweaks/minor additions (he can get a stop-time blink like Daud's for example). He has a much better toolset for LOUD high-chaos runs than Emily (windblast, he has windblast, also RATS). And bend time + posession both have a lot of useful applications no matter how you're playing.
Emily is a lot of AoE control, managing many enemies at once. Corvo is more utility and 1v1. Both are fun, but Corvo's abilities are more about the world and Emily's are about the people in it, so she handles groups of hostile guards better.
So as a starting point (no upgrades) Far reach has the longer range. There is a bonecharm that also makes far reach undetectable,Invisible Thread.
The default ranges are easy to compare when you first meet the outsider, I fell off on one of the jumps with Blink,Where as I was well over with Far reach.
