I'm running Win 10 AE 64bit, AMD FX-8370 BE, GTX 1080 FE, all options set at ultra, 376.09 driver, and a steady 60fps with no crashes. I'm on my second playthrough.

because this beats the guy I recently saw on the fallout 4 steam forum,
who had an E8400 dual core, 4gb ram and a gtx 1080, and was optimizing his ini files to get fallout 4 running smoothly.
ok, that makes more sense, because you listed a single core celeron CPU in your previous post.
well, with those specs, the game should run more than fine. I don't have enough info from your posts to even be able to tell you if it's a local issue or a game issue, but in my experience as a system builder, i'd lean towards a local issue. obviously not what anyone wants to hear, but it's often true.
I see you say that the driver they reccomend is not compatible with your win10 version. which to me would mean you are not a PC hardware geek, as those drivers are definitely compatible with windows 10.
My advice would be to get someone with a little more knowledge, like a techie, to come over to your place and look over the system. Apologies if that's offensive to you, or if it's off the mark, but from your posts in this thread, that's what I was able to gather, as a system builder and a tech geek myself.
I suggest, you install and run this tool
Do the safe mode bit, and everything it recommends, not touching any other settings, especially not disabling system restore point creation.
Do click on this button once, to prevent win10 from installing any drivers from windows update.

While his comment was completely unacceptable (and reported), so is ragging on the education of others when your spelling and punctuation are atrocious. And the point that people were trying to make is that you can't get a refund when you've played the game for more than two hours; if you didn't really want your money back, as you said in previous comments, then naming your thread "I really want my money back" was a bit silly.
steam wouldn't give me a refund when I went 2 minutes over the 2 hour deadline for Day Z so I don't know how the hell he would be able to get a refund when I couldn't.
The refund policy is ♥♥♥♥ but it works in principle.
As I said, I am sorry that it doesn't work right for you.
Hopefully it will be patched in such a way that you can enjoy it either.
