Mission 8 Speaker Announcement.
Since I can't even find references to this anywhere in Mission 8 you are able to make a broadcast over the Duke's speaker system to all of Karnaca stating quite a bit of things, mostly you are going to take back the throne. You can do it in the same chambers in the same area the Body Double requests you to bring the Duke. Does making this announcement have any impact later in the game, or is it like signing the guest book in Lady Boyle's Mansion, where it kinda does nothing except changes a note.

We're not 100% sure how each action affects the game beyond giving points towards/minus your Low/High Chaos outcome. There is another speaker in the last level too to address Dunwall.

Good to know. Will try it out and post if it does anything. It probably changes some things in the final mission.

As far as I can tell, if you're high chaos, guards will rush in and come for you. Low chaos, after you deal with the duke, nothing, you just help sell the lie. Doing it before dealing with the Duke will alert guards and such. I think it will stop the Duke from sending his guards away for his "alone time" but i've yet to test it.
The one in Dunwall will alert Deliliah that you're coming for her which means she'll be sitting on the throne waiting for you and spot you when you smack her with the heart. Also it'll send 2 witches after you.

I've only ever heard 2 different speeches (High/Low Chaos) on both, however I seem to remember some old pre-launch videos that had Corvo and Emily singing the creepy drunken whaler song from the first game. No clue how to trigger it.

Signing your name in the guest book in the boyle mansion does change something.

The note on the desk in the Lord Regent's chambers has a little addon mentioning it if you sign the guest book.

By the exit to the safe room from the first mission. There's a witch up there singing creepy songs, or tripping over explosive bottles.
