As for 30fps, turn v-sync off and set fps to 60.
So there's nothing I can do about the textures other than buying a more expensive GPU? :(

I don't have this bug, but I have 980.
And besides, I don't think the "melting" would be too bad since the GTX 950 / 2GB isn't "that" bad, and Dishonored 2 doesn't even look that graphically/visually intensive or "next gen".
About gpu, for comparison sake, your gpu is slightly better (but nothing to write about) than gtx 660, which is mentioned as absolute minimum for this game.
If high=medium, very high=low, and ultra=very low, what do Medium, Low, and Very Low =?
