It took me a few reloads to get him to speak to me instead of acting like I was going ot kill him. Try different ways of approaching him and eventually it will work.
Just save the game before entering the room, and reload as required until you get the timing right. You shouldn't have to do this (save-scumming) at all, of course, but at least it's still possible to accomplish.
Heaven forbid an action only be available if you take the correct course of action...
No, the point is that it's inconsistent. When I got this achievement, it took about 5 reloads, even though it was obvious the first time around what was meant to happen, and that's with wating for the bad guy to become threateing, etc... it seems the NPC doesn't always realise that you just saved him or somehow goes back to their default behaviour of running to call the guards even after initially acknowledging that you're the good guy, even if you wait until the last moment, put your weapons away after defending them, etc.
If there's "one correct way" of doing it that always works, there's nothing in the game to communicate that to you, so it seems that whatever rules govern this section need tweaking to make it flow better for most people.
