The game is not optimized yet, some spots where you dropped a lot of FPs like Throne Room etc.. still does drop.
Arkane are continuing work on improving the game, and they are still working with Nvidia/AMD for future driver improvements.
The game has improved a lot with the recent beta patches, but give them time. Arkane have never just abandoned a game and left players out in the wind.
I have a 970 clocked at 1.5ghz for the core and 8ghz VRAM.
the settings i Use for constant 60 fps@1920x1200 resolution.
high preset+hbao, dof disabled, all the other settings ON.
vsync+triple buffering. adaptive resolution: vsync based, balanced.
upgrading to 16gb RAM won't help you with the 970 as it has only 4gb vram. Ram usage for my whole system when playing dishonored 2, on my 16gb system, is 7.8gb. so unless you have your OS use more than 4gb RAM, 12 GB is fine.
