Songs of Serkonos achievement bugged?

The musicians in mission 2 just won't play any music. I see their instruments and they are standing on the streets but they don't play.

They just smoke and look stupid. It's my second play through and I remember they didn't play in my first run as well...

I thought I might have scared them will killing guards nearby but since my first play through was stealth and mostly sneaked past enemies, this seems like a bug to me. Or am I doing something wrong?

I made a new save at the start of missions 2, 6 & 8 and went directly to the singers without killing or alerting anyone nearby. Also as you progress, do NOT rob black market shops as this will cause the last musicians not to spawn.

Does that mean u don't even have to listen to them in one run?

I have similar problem, but in my case they singing "a capella" without instruments...
