1. Awareness meter pops up with no color or just slightly white. This means that someone heard something or caught a brief glimpse of something but, it's not enough for them to check out.
2. Awarness meter fills partially in white. You've raised someone's suspicions and they will investigate around your location. A sharp sound will play.
3. Awareness meter begins to fill with red. Suspicions are high and you'ld better take cover quick. You're not detected yet but soon will be if you don't hide.
4. Awareness meter fills in red and it breaks apart. You've been spotted (detected) and npc's will attack. This is always accompanied by a distictive combat sound.
Enemies of course are most sensitive to sitghtings and sounds than non-combatant npc's but civilians can be a source of detection if they see you do something illegal or aggressive. In some cases, they can also turn against you if they witness you stealing something.
One exception to the awareness meter indicating a detection is, when you shoot the head off of a Clockwork soldier, his meter will turn full red and breaks but, this is NOT a detection.
When in doubt, hit ESC and click on "Stats". This will tell you if you've been detected or not.
