Report a translation problem
The Outsider says that only 8 people have the mark *at the time* (that was pre-D2) so there are actually still some unaccounted for. I doubt we'll ever know who they all are / were.
What about the hand that Paolo have been using? Does that count as a deduction?
And canon wise, Corvo *loses* the mark, and Emily gains it - so the number would remain the same.

Lonely Rat Boy (only found in the trailer for the first game)
Unnamed Woman (only mentioned in the book found in D2)
Granny Rags was the torturer's mentor in D1, and had passed her power to him in some way similar to Daud and Delilah giving their minions power.
But at least one of those marked is dead *before* dishonored 1 starts, and Granny is canon dead as well as the unnamed woman in D2. Delilah I would suppose still counts as being marked, though we don't SEE a mark on her - and by the time she's back in play she might not even need it.
That was actually Granny Rags hand, wasn't it? So Paolo didn't have the mark.

So we're stuck at 6. 5 we know, 1 is unknown but known, and 2 are 100% unknown. I hope we get to see the 3 unknowns in another Dishonored.
Corvo in the first game is the only one that really runs around with his Mark exposed. Others that we see (Granny Rags, Daud) keep their mark covered.
And yeah I know Delilah was marked, and says so (in that oh-so-arrogant way), but I don't know that she counts as marked *after* returning to the World. She's more in control of the magic, and honestly would the Outsider have allowed her to keep it if he didn't have to?
Like, "oh hold still dear Outsider, and let me paint with your blood. You seem to like that."
