THEORY ABOUT THE BOAT CAPTAIN OF DISHONORED 2
*SPOILERS* *AND ALSO THIS THEORY IS ONLY POSSIBLE WITH DOING A LOW CHAOS RUN, WERE YOU SPARE BILLIE LURK*

I have just completed the Knife of Dunwall DLC, and at the end when I had the chance of sparing or killing Billie Lurk, I chose to spare her as I was doing a Pacifist run (Never be seen, don't kill anyone) and when the Outsider started talking about "She then went on to become the captain of a ship, also changing her name" I instantly thought about Meagan Foster, as the race and features were similar, and considering the time between Dishonored and Dishonored 2, I thought that would be the perfect explanation for Meagans missing arm and eye. I also then watched a video about using the heart on Meagan, and it said that 3 things that backup my point "She wasn't always a ship captain" Obviously it's very possible that she could of been something else, but the circumstances seem to fit together quite neatly, and "She hasn't always chosen her companions wisely" at the end of Knife of Dunwall you discover that she was in a ploy to help Delilah get rid of you, and she admits that she regrets her decision. The Outsider also states that "Ever since she was 8 she wanted to be a ship captain, until she met you (Daud)" Which could also mean that now with the chance to do so, she went and pursued her dream. So with that I conclude my theory, I'm not someone who reads every book in Dishonored, so I don't know alot of additional side plot that may or may of not changed my theory, but to whoever reads, tell me what you think!

Yeah, it's her. :P I think it's hinted that after the end of the game (low chaos) she goes to find Daud again.

Righto, well thanks for confirming my theory, I literally completed Knife of Dunwall like 10 minutes ago and I instantly thought that it had to be her, what doesn't add up though is how if you choose a lethal ending, resulting in her death, she still manages to turn up, oh well, she was one of Dauds assasins, she could of done anything.

Not in high chaos. You can just pinch her key and have a look inside her cabin.

As for the lethal ending discrepancy; I believe the low chaos non-lethal worldstate is what the second game is based on. :)

The whole objective of the spoiler warning was so that players that weren't up to the current events being discussed didn't click on the discussion, if that's what your getting at, if not I'm still a bit clueless as to what you mean

As I said in the theory, I'm only up to the 6th mission of Dishonored 2, hense why I didn't include it.

are you serious .....Meagan foster is black dude..loool...Billie Lurk in knife of dunwall was from white race....ahahaha....so ... noooo..Meagan foster the ship-holder is black and definitely is not Billie Lurk from knife of dunwall...btw...the mission of Daud in knife of dunwall says to kill her because she fights against you...how you chose to spare her...weird...

You can pickpocket Meagan Foster and open her room the same mission she confesses instead of listening to her...

She even says "My name is Billie Lurk"
and she has daud's audiograph from brigamore witches ending in her cabin.
