elevator in final level of Dishonored 2 sticks on a higher floor...

Elevator doesn't respond to "call" button when ready to kill Delilah, but remains on a higher floor. Is this a glitch, or what?

You have to power up the elevator. Have a look around the interior of Dunwall Tower.

There is a different way to get up there anyway. Maybe that does help you to complete the mission without using the (in your case) bugged elevator.
Go up to the first floor. In the opposite corner of the shrine where you can craft the corrupted rune is a fireplace, which leads to a secret passage to the throne room.
