Getting runes with low chaos.

Is it possible to get all runes with low chaos?
There are areas with too many enemyes, how can I get some runes without killing them all?

Yes.

You can knock out those guards, when you lure them one by one into a seperated area.
Or you use sleep darts, especially if there is still a black market shop available.

Domino is also an option. If you chain 4 enemies together, you can take them out all at once, if you only take out one of them.

Bend Time is also useful, especially if you just want to avoid confrontation.

Doing my first run with zero casualties right now. Got every possible rune and bonecharm and I'm at the 8th mission now which is basically almost the end of the game. So yes, it's possible.

You can even upgrade Far reach to pick up objects, it works for everything that can be picked up including Runes and Charms.

From what I've seen so far, you can get runes without issue without killing anyone.

However, from what I noticed, it is impossible to get them all without powers and without killing.

I got all runes on my flesh & steel playthrough on very hard with no HUD (except health, grenades & heart markers). If there's tons of enemies either pick them off one by one or do what I do: assault them and use non-lethal takedowns! Ambush with upgraded stun mines, shoot them in the foot to make them off-balance, slide into them and hit ctrl to knock them out, jump onto crates right next to them and knock them out, etc. So much fun!

And that was a non-lethal run, which makes it more fun & challenging, though honestly I think you're a bit OP no matter what
