Possession also works great (since when the power ends, you'll be behind the target and at insta kill range), though can leave one wide open if there's other enemies around when you get expelled from the host.
P.S. Aside from their powers they don't seem to be any tougher than guards to be honest. I just bolted most of them in the head with the rest being quiet blade kills.
Or just good old ultraviolence if no whale oil in place.
