Stuck, Addermire Institute

I finished the Crown Killer mission by creating the serum to cure the Crown Killer. The game prompts me to "Return to the Dreadful Whale". But when i try to get on the trolley back to the city, my character exited the trolley and now it won't move. I tried to load from checkpoint, it didn't reset. How do i get back to the city?

Is there an alternate route or is the trolley bugged? Thank you

If i remember correctly u have to disable a watchtower and then u will be picked up with the skiff.

Yes. The exit is through the door down the corridor by the side of the kitchens. The watch tower has to be disabled first, and then Meagan picks you up below.

Yeah as Meagan says, and Corvo/Emily reiterates when you get off the skiff, disable the watch tower behind the building, and then she'll come get you. The tram won't even function, it's broken and won't take you anywhere.

Thanks everyone. Well hopefully i can find something to take out the tower, as i'm fresh out of re-wire kits. I think there's whale oil near to ignite, but i already shot them to kill the guards and saved the game after that. :/

Thank you! I didn't see there was a power box on tower to disable it. All clear now and going to visit the Clockwork area

Yeah there are always whale oil or some form of connection on the machinery (usually the Karnaca walls of light = a windmill somewhere close, follow the lines). You'll be coming up against another watchtower a little later too so definitely use that trick on it. I usually did that in D1. (mostly because I wanted no-kills, and rewiring the things just causes SO much death...)
