They just become some average miner and are out of the picture. So it seems like the multiple endings are just a combination of who's in charge and who doesn't. My first playthrough I exiled Paulo and Byrne but didn't save Stilton so that ending was just a bodydouble Duke sitting in the board. The second playthrough I saved Stilton so he's on board.
This is why I wacth YouTubers do Let's Plays. I just want to see how other people approach it. Dishonored is one of my favorite games in that regard.
Fun fact: Clockwork Soldiers do not count as kills, so you can use the Springrazor traps on them to take them out silently.
