yeah I think that what the devs want you to think. If you sit and listen to the few that talk to each other, you do get that impression.
Also, more killing turns into more flys
1. The idea that they're essentially being mind controlled is only speculation.
2. There are no witch containment cells as far as I know. You can't very well leave this task up to the legal authorities, nevermind that no one else is capable of bringing down the witches anyway.
3. These women are kidnapping and torturing people to death for dark rituals, and possibly even just because they can. Leaving them alive means they're going to keep doing that, creating more bloodflies, sending more people bloodflies in the mail, deliberately setting up more bloodfly nests, and doing whatever else they do.
Really no matter how I look at it, killing them isn't a bad thing. Not killing them is a bad thing in just about every scenario. Except the game said killing the mass murdering cult is creating chaos. Personally, I kind of wish the game used a sensible system, wherein when you present the player with someone that clearly needs to be killed - if only because they're an immediate threat to everyone they meet - it doesn't raise chaos to off them. You'd literally be making the world a better place if not for the stats saying otherwise.
Not really sure where you're going with 2 and 3 - removing Delilah means no more witchcraft for her followers. Right mind or no they'll be powerless after.
