GTX 1070 4K resolution issues

Just bought a 4K tv and I have an i7 processor, 32gigs of RAM, and Nividia GTX 1070 graphics card in my tower connected to the tv. When I try to change the in game resolution to 4k, everything zooms way in and I can only is the upper left of whatever is on the screen.
Has anyone had this issue before? Is one 1070 card simply not enough to run at 4k?

Nvidia control panel - Under Display Tab - Adjust Desktop Siz and Position - Click the fullscreen scaling option.

I imagine you have the No Scaling option selected. Also make sure you use full screen in game or your window will be 4k.
