If they're going for a nonlethal run, rewiring it would ruin that.
Not sure if that is still possible if you're doing a 'no powers' run...
The tank of whale oil that's around the corner from the dead dude does power the Arc Pylon, as Jindosh comments on it when you pull the tank out. Reinserting the tank doesn't do anything. I think Arkane simply missed a line in the code that says "If oil tank power = false, then pylon state = 0" or something like that.
Why not? Can't you just knock everyone out around it before using the rewiring kit? That worked in my last playthrough.
