[Edit:] D'oh figured out the problem in my case. Turns out my backup program was running in the background, the emulator seems hyper sensitive to disk IO for some reason. Once the backup was done the game runs fast and smooth.
It's extremely annoying
I think this is the reason GOG was founded
This seems to be the case as I have 4 PCs and it runs fine on my Intel & NVIDIA GPUs.
Turns out, for me, I had to go to my video card setting in the Nvidia Control Panel (3D Settings/Manage 3D settings) and turn of v-sync, as they in game options do not have the selection to turn it off or on.
Long story short, I was going crazy with this and then fired up the Street Fighter 30th Anniversary Collection, and it was doing the same thing. I went into the game video settings and it has the option to turn of v-sync: problem solved. So, that is when I decided to just turn it off completey.
Now, it does not make a different for me, as I just play on my TV through HDMI through the 1660 Super.
Hope this helps anyone else out there, as it drove me nuts for a couple of days.
