Also there are just too many UI problems for the hack alone to be the only reason to put this thumbs down.
I played this game in many arcade room the moment it came out in 1981 and played it for hours on end and the speed was the same as in this version. The only thing I remember that is off with this version is that the ghosts act more intelligently and are harder to group together but the notion that this version is too slow is completely crazy.
From what I can gather some arcades implemented the speed hack and others didn't.
Either way, it was never endorsed or supported by Capcom, so that's basically an unofficial cheat.
