the pads DO actually serve a purpose, albeit a negligable one.
Small water collector = 1 steel (plus the connection). Pad = 1 steel (plus the connection). The other one has a functionality if you get "water level low" warning. The other one looks pretty.
in my current game i have a small passage between 2 mountains where on the other side i placed all my power systems. i wanted to redesign the layout but i couldnt disconnect the ones i laid in the passageway. so i went all the way around the backside of the mountain with base pads to form a secondary connection. now i could rework my system freely.
i do admit a limited functionality to them, but they arent totally useless.
