15% is small enough, and the sticker price is high enough, that for me it'd be the difference between buying it now vs putting on the wish list, but I'm patient.

If that was up to us we would do it, but I don't think it's possible on Steam other than creating a bundle.

I've been weighing the current-price-post-discount against my preference lately for science-fiction rather than prehistory simulation. I'm finding it really hard to make up my mind.

Check into it. I've often gotten discount coupons in my inventory for games that are made by the same developers. I'm pretty sure that it's the developers that set that up in Steam. Most of them from memory were usually 25% if you own a specific title by the same developer/publisher.

It's possible, Oxygen Not Included has had the same type of discount for over a year. For anyone that owns one of their other games. No coupon needed.

A bundle is one way, as the player only pays for the items in the bundle that they don't have.

But I know that I've received 25% off coupons from some developers because I own a previous game they released, and with the coupon it is limited to a certain time span, so kind of puts the pressure on the gamer to spend now or lose the discount.

I don't remember the exact circumstances, but I think that when I picked up Darkest Dungeon, I received a coupon for Book of Dreams; is that the alternative you're referring to, City Builder?

From there store page it appears the discount is no longer there. This could mean that Steam no longer makes this option available. It would be worth looking under "Custom Discounts" under the "Self-Serve" discounts.
