On steam if you want to use a drawing from the gallery, close the game before clicking use in game so the command prompt will launch the game and ask if you want to add the drawing.

click get drawings and it will take you to the website then close the game and then pick witch one to use and it work

Try using Google Chrome, it wouldn't work for me in Microsoft edge for some reason. Just like GoldInvestorr said, make sure the game is closed before you click the button in the web page and select yes on the popup for the windows command line.
