every time i fight the snake, i cant mine the first rock because the pencils are in the way. every youtube video does not have it this way

Could there be a chance that the DLC is no longer available or perhaps region locked? I've been trying to get it for a while but the purchase button is just... not there. I was able to buy the base game fine, and a friend from a different region had the option to buy the DLC show up, so what could be the issue here?...
