Report a translation problem
The Modstarter works fine and is a useful tool. That said, it doesn't check if mods are compatible with each other, so if you encounter any problems it might be wise to install one mod after another to see when exactly the problem kicks in.
Unfortunately, I can't tell why TheGentlemanShark isn't able to get it working again, even after reinstalling the game. Unless he forgot to delete all mods, as I'm not sure if this is automatically done when uninstalling the Modstarter. If there are remaining mods, then they will stay in the directory, even when you reinstalll the game via Steam.
