can't complete protection money

I have collected from EVERYONE except Obel, who somehow died at some point. brogar still won't talk to me, and i have no idea where the hell obel's body is.

If Obel died you won't be able to complete the quest (taking the money off his corpse is not good enough, you have to use the dialog option to get it from him).

You don't have to complete that quest. You just need to get the sword fragment from Brogar. There are two ways to get it -- by knocking him down in the arena, or by pickpocketing him. Once you have all five sword fragments, and Oscar has reforged them, you can get in to see the Don.

ok. that is a pain in the ass, i spent at least an hour and a half trying to figure this ♥♥♥♥ out. hell, i didn't even know when he died.

I can't even count the many quests and places I wanted to get into, or the creatures I could not kill. I am wondering if asnyone else has had this problem. If so it could be a bug.

The response I gave back in 2016 is still valid. The protection money quest is optional and you do not have to complete it. All you really need to do to join the bandits is collect the golden sword fragments.
