Not quite. There is a possible scenario you can get yourself into where you have no choice but to join the Order, but that ONLY occurs if you get yourself knocked out by them and you're outside Harbor Town. The only place where that's likely to happen is Harbor Town's eastern gate, so it's easy to avoid that scenario.
The moment you officially join the Order is when you enter the monastery for the first time, either by going there voluntarily, or by getting captured by the Warriors of the Order. Once you have entered the monastery, you cannot join the bandits.
If you go to the monastery first and get conscripted as a warrior, they will eventually send you to Harbourtown to do the quests for Commandant Carlos anyway, so the only thing it really changes is the order in which you do the quests.
