framework issue window 8.1

For first lauch it states it needs to basically install framework 4.6 which I don't know if mine and run or not. I don't know if there is a way to make the game work or not please advise.

Framework is a necessary requirement to run Tabletopia from Steam. The game should propose you to install Framework on start. But if it doesn't then you can install it from here - https://www.microsoft.com/en-us/download/details.aspx?id=49981

Only thing I can think of is the 1st time I tried to install it somehow botched itself and I need fresh install this or repair it but niether of those do I know how to do for this.

It looks like incompletely downloaded installation file. Try to clear browser cache and redownload again.

I will try not sure how that could happen since I downloaded two different files and both ended up that way. But I will try and post if it changes.
