Report a translation problem
If you're questioning how to see the texture:
In the top left of that UV viewport go to Options... > Backdrop and select (Current Image Selection). This should update to the behavior you see in the UV Editor window you have.
If you know how to do that and are asking why it keeps not showing textures between sessions:
I don't know. I think that state is stored, so should persist. Have you ever set it to (none) and forgot?
I think I did that once and had to find the option to change it.
This is from the demo version. Everything works here.
I don't know how you got in that state, but I'd imagine that's the difference between your Modo and Modo indie settings.
For shiggles I tried resetting Modo indie preferences and the value above seems to be the default FWIW.
