Rex's Office bug
So I played the game a good bit, finally besting Adam, but once I got back to Rex's office, nothing happened. No pager message, no nothing. I found the book, but whenever I tried to activate it, it make a noise like a printer and nothing happened. I could see a crack between it and the other bookcase where I could see the elevator to continue.
After watching some playthroughs, I'm pretty sure that once you enter Rex's office, you should get a message on the pager, then you can move the book to expose the elevator and continue. it didn't do this for me.
I tried exiting and rentering, turning the game on and off again, everything short of restarting the area (I don't want to have to face Adam again for as long as I live, seriously, that guy is terrifying). I even tried to walk through the bookcase or shoot a teleport past it after sticking my hand in. Nothing Like I said, I don't want to restart, so is there something I'm missing, or is it a bug?

Got the fax message, but wasn't able to get the bookcase open, even after the fax message. I solved this by:

Head to the entrance and the right edge of the bookcase, you should be able to see a small gap between the bookcases and secret room. If you aim correctly, you can bounce a teleport into that room.

On my second playthrough, after using the "solution" by dvorak42, I found what we were all missing.

If you stand at the fax machine and look up at the vents above the bookshelf, you'll see a switch that's turned off. To turn it on, go back up through the vents to get to ADAM, but on the way, there will be a vent that's bolted shut. Open that vent and you'll reach the switch.

yeah, both of these methods worked. I think that the switch is pretty unnecessary, but oh well. Thanks to you both

Thanks for this! I had no idea what the next step was and couldn't find a way to replay the message. Never tried to pull that book off the shelf.. also the train credits should be a real level..

yeah i saw the correct way to solve this on my first playthrough, i just kinda derped on the path to what we all needed as well.

the credits were glorious.

Yep, we remade this part in his office! People have already told you the answer, but make sure to look around for clues c:

If the official solve for it is to crawl back into the vents, it's just another example of the bad level design that plagues the game.

Which is that the game is too reliant on you noticing one particular thing in the right way, even though not much was communicated to the player about it. There's also an abundance of red-herrings - things that look like they should be relevant, but aren't, because there's only one way to do it. Give us multiple paths... or at least multiple clues to the one path.

For the record, I glitched through the book case by room-scale moving through the gap on the right.

I was like... oh, I wonder if I can see any hidden switches by doing this hidden view... nope... nope... oh... wait, what's this, my vision is returning to me if I do... oh, I'm on the other side!
REAL SOLUTION: All you have to do is two simple things...
[1] Turn the switch on that is located above Rex's office (via the overhead area where the first door switch control box is, enter the screwed closed vent, and work your way in far enough to it)
[2] Pull the book on Rex's shelf

Budget cuts is a great game. Stop your complaining and duck more often. And consider using the [ spoiler ] feature in your public post.

Why does the wall indicate Winta is behind all of it, yet the ending doesn't speak to this point at all?

My only complaints (aside from a couple of crashes) are that I should be able to load up past areas to re-play them, and the teleporter should control where the player lands. Not control where the center of the play space lands.

Way too often I shoot it and land inside a wall. That's just confusing, especially when in the heat of the battle.
