Find the toy in the underground observatory, then swim into the hole under the bridge. Pop the toy onto the pedestal to the left, then go down the tube on the right. Swim around in there until the boss spawns.

So go to Aquahenk after getting Popocity to 99 999 credit, and the toy should be there on the ground in front of the glass. Then I assume you know where the bridge is? Temmieneko has a guide under the guide section, I'd recommend checking that out if you're still confused.
