Basically, suspending someone is sort of LIKE detaining them, except that you don't have to roll and it takes a week to be finished. At the end of the suspension, generally one of three things will happen:
1 - You suspended a guilty person and the suspension broke their will, so they apologise for whatever they did and the case closes
2 - You suspended an innocent or framed person, and the suspension makes them very upset, so they return and make a huge fuss and you lose karma
3 - You suspended a guilty person but the suspension did NOT break their will, so they return and the case continues. In which case you'll probably have to expel them.
Sometimes catching someone red-handed doesn't mean they'll actually stop what they were doing, so you may have to punish them. Other times they'll panic when they get caught and stop causing trouble, and then the case will eventually close on its own. It really varies; all you can do is follow the clues.
(It's not actually Case 001 spoilers - Every case is random, so your case 001 will be totally different from others. Even if it looks similar to someone else's, it might have a different resolution!)
