Steam's Remote Play only work for 2 players?

I try to play with 4 friends with remote play together but it seems not to work, thats supposed to work like that?

I'm trying to play with 3, and Steam Recognizes 3 people connected. The game recognizes 3 people connected but it also doesn't seem to let the third player control ANY character. Even swapping their character around (Player 1 to Player 3)

Use Parsec instead of Remote Play.
