Is the Internet Arcade legal?

I stumbled upon this, today. It seems legal, as a frontend for the emulator that begins with M and and ends with E, but unfortunately there is trouble recognizing gamepads.

It´s legal as long you have the rights to use the roms, like every emulator out there.

Is it legal to download ROMS when you own the real arcade cabinet or even just the PCB? Like say for instance, you have a R-Type PCB with original ROMs, does that legally allow you to download the ROMS and play them on your PC? Not that I would do that because I hate emulation and I own real arcade cabinets - just wondering from a curiosity perspective, lol.
