That really depends on what kind of map you're looking for. However, I have a few recommendations if you're just starting out.

Sandbox: Genesis, Freespace 13, Mobenix v3, Ultrabox
Cityscape: Goldencity, York Remaster, Megacity
Roleplay: UnionCity, Southside, NYCity, Amsterville
House: Granli, Funkis, House with Garden
NPC Battles: CQB2, Born, Far

I missed a few, but these are pretty good maps to start out with.
