is there a mod that makes all npcs in the map come after you at the same time?

Look into npc daemon. It's the best npc spawner mod around. I think you can set it to where even normally friendly npcs are hostile but i'm not sure how. But you can always just set it to spawn hostile npcs like zombies or combine. And it works with a lot of npc bases to boot!

I want all npcs in half life 2 story to be hostile
No idea how'd do that. But npc's can't attack without a weapon anyways. So the random city 17 citizens wouldn't be able to damage you. Plus hl2 is programmed to trigger a game over if certain npcs die so certain maps would be unbeatable. Like you aren't able to beat the gunship battle section in the coast chapters if oddessa dies for instance. Plus any friendly npc tied to a scripted event would probably break the maps on account of them being hostile and thus unable to do the event. Edit: Your best bet would probably be to use the hl2 sandbox maps addon and use npc daemon to spawn in the npcs that would normally be on those maps.

Good point. Then is it possible to make all NPCs I spawn with NPC Daemon hostile towards me but friendly with each other? I've tried changing some DRGBASE NPCs size, walking speed,teams, etc., but it does nothing. Is there something I'm doing wrong, or does Daemon not affect some NPCs?

Try using relationships tab in daemon. You could set how the npc feels about others and how others feel about the npc. I think there's a bit more to it than that but if you experiment you should figure it out.
