It isn't real. I too have been fearful to play construct cause of the ARG stuff and I believe there is ghosts, but it isn't real.
I've been on TF2 2Fort once and seen a random unusual flame for a second under Red's Tunnel Entrance and feel uneasy on certain maps, and also back in the day, randomly having Monk Chants play while messing around in SP. I believe something creeps around in SP with specific maps, but it isn't Semper.

The ARGs have been false for years, and it started back in 2013 when Gmod 13 went live.
It was a talk about a Gordon Statue that would haunt games, named "Semper", and would stalk Construct. It was believed to be Hackers going into SP games with IPs or just a Rouge AI thing.
The Darkroom was a big influence, due to it being dead silent when you enter and being a big, dark room with no visability.
As said by the wiki, "The gmod authors never would included stuff like that intentionally. It's a script error when compiling missing model content. The default is to switch to player.mdl which has been a thing for player entities since the 2004 release. It's nothing to worry about. Just some creepypasta guide. It has happened to me and its the result of missing content. The server sometimes cant force a model over to error.mdl because of enforced playerstates in some servers. So they'll spout lua errors in console and change that model's thing to player.mdl"
So yeah, Semper isn't a real thing. He's a spooky ARG made by the community, and a meme somewhat.

This map can emulate that! And even leak into other maps if you wanna be followed!
This has a Semper that spawns close to the player, have eye angles to look at you, AND a Shadow Kliner with both having the ability to randomly appear in SP AND MP servers when it's enabled, constantly stalking the player.
If you want no more spooks, just disable or uninstall the map.
